About The Parish Council
Parish Councils are the lowest tier of local government in England. Elections to Papworth Everard Parish Council are held every four years, with the next elections due in May 2011. Its funds come from a precept (which is set annually by the Parish Council), to which all council tax payers in the parish contribute. Details of this year's precept can be found here.
Since 2009, the parish council has been based in Upper Pendrill Court (the first floor of Pendrill Court) in the centre of Papworth Everard. Our part-time parish clerk has her office there and there is a room for meetings.

The Parish Council Office is open to parishioners during the week as follows:
· Tuesday 9.15am – 1.15pm
· Wednesday 9.15am – 5.00pm
· Thursday 9.15am – 5.00pm
(On the second Wednesday of the month the parish office opens from 1.15pm to 5.30pm)

Full Parish Council meetings
While the day to day work of running of the council and its activities in the village is carried out by the parish clerk, important decisions are taken and strategies set by the council itself. The full parish council also sets the annual budget and approves demands for payment received by the council.
To make its operation more effective, efficient and responsive, the parish council has set up a number of committees to oversee the administration and spending in specific areas of the council’s responsibility. (These committees are composed mostly of parish council members, but non-members may also be invited to serve where this is considered beneficial by the council).

Co-option of Councillors
From time to time the Parish Council has vacant seats between elections. The council is then able to ‘co-opt new councillors. Vacant parish council seats are advertised on the parish council notice-board on the wall of Papworth Stores. If, once a vacancy has occurred, you would like to be considered for co-option to the council, please refer to the table below to check eligibility (a positive response to all questions is essential) and ask the parish clerk for an application form.
Providing an application is received before the agenda for the next full Council meeting is published, a formal resolution to co-opt may be tabled at the next full Council meeting. (You will be invited to attend the meeting, so that you are able to discuss the interest you have shown. The Council will then make a decision on the co-option and you will be informed within a few days, so that if co-opted you will be able to attend the next monthly meeting as a parish councillor.
When formally co-opted, new members will sign a ‘Declaration of Acceptance’ and a ‘Declaration of Interests’, agreeing to abide by the ‘Code of Conduct’ which applies to everyone serving on Parish Councils. Information provided on these declarations will be open to public inspection. (In certain circumstances an election may he held to fill a vacant seat on the Council).
Eligibility for Office as a Parish Councillor
- Over 21 years of age.
- A British Citizen or a citizen of the Republic of Ireland.
- You will:
a) be a local government elector for the area of the authority on the day of co-option and thereafter, or
b) have during the whole of the 12 months preceding the day of co-option occupied as owner or tenant any land or other premises in the parsih, or
c) have had your principal or only place of work in the area during the whole of the 12 months preceding the day of co-option, or
d) have resided in the parish for the whole of the preceding 12 months, or
e) have resided in the parish or within 3 miles of it for the whole of the 12 months prior to co-option
- Have not held any paid office or employment under this authority.
- Have not been a person adjudged bankrupt.
- Have not been a person who within five years before the day of co-option has been convicted of any offence and has had passed on him/her a sentence of imprisonment for a period of not less than 3 months (whether suspended or not) without option of a fine.
On receipt of an application by the Parish Clerk, a formal resolution to co-opt may be tabled at the next full Council meeting. When formally co-opted, new members will sign the Declaration of Acceptance and a Declaration of Interests. Information provided on these declarations will be made available for public inspection.
